Global Order to Stop/Repair Damage served to national/international judicial systems to be locally and internationally enforced, directly and immediately or by opening a local/international judicial process to be concluded in no longer than one year.
Districts should be formed along political/natural/social blocks as cities, counties, neighborhoods, natural/social continuous areas. It is damaging, illegal, unconstitutional, violation of Human Rights and a crime against Humanity to crack/divide a district to deny representation to a minority (racial, religious, ethnic, national origin etc) but non-damaging legal, constitutional and a Human right to block/combine districts to give a minority group political representation.
Judicial branch must be independent from executive/legislative branches and leadership of all three branches must be elected by citizens. Judicial leadership of judges, prosecutors and police must be elected directly by citizens.
Certification of judicial agents using non-lethal arms must be open, judicial process and judicial agent work must be self-financed with judicial insurance.
Non-lethal armed forces must be part of the judicial branch and used by judicial authorization only when there is a threat to national security, understood as a attacking force capable of seizing control over national territory and citizens.
Electoral college delegates and district votes must be divided proportionally, added to form second round, rank vote 2nd choice and delegate assembly MAJORITY. Government with system that allows a minority vote government to form is unconstitutional/illegal violating the fundamental principle of 1 citizen, 1 vote. Contradiction within law/constitution solved by hierarchy of articles. Citizen equality above election process that supposedly represents such equality but delivers inequality. A process seeking a government of majority of voters cannot deliver a minority of voters government.

US Electoral College must distribute delegates in proportion to citizen votes or compute directly those votes, winner takes all delegates is unequal, undemocratic and unconstitutional; District representative, senator must be selected in 2 rounds or rank voting, minority vote winner distort democratic representation leading to minority governments; District geography must have spatial planning logic not poll/political win carving logic; Federal election controlled by federal judiciary election courts not state elected politicians with state vote suppression and ballot technology vote error promotion practices; national/foreign last 24 hours targeted faking/spamming/trolling social media fraudulent campaign; National/Foreign interference/finance in campaign with quid-pro-quo compensation given after election.
Judicial branch must be independent and leadership judges at highest court must be elected by citizens and not by executive/legislative branches, which would eliminate its independence. An elected/appointed position cannot be for lifetime because it violates principle of equality and sovereignty of citizens.
Open certification of judicial agents, self-financed by judicial insurance is a more efficient system in terms of cost and performance instead of traditional high cost low performance public employee system. All Federal, State, Municipal or local/national/international judicial agents must be independent and self-financed.
Activist conservative judges appointed by right wing politicians in supreme court violate constitution and international human rights with omission and delegation to states of the protection of fundamental national/international rights, allowing death penalty and inefficient prohibitions on factual personal freedoms or rights, allowing inefficient punishment of abortion, use of drugs, prostitution, suicide attempt instead of using policies to efficiently reduce voluntarily these events to zero.
Judicial agents and national Armed Forces carry lethal weapons, when their is non-lethal weapons available and armed forces are under command of executive branch and used without a threat to national security or of allied democratic nations.
