It's an investment, not expense, given short term indirect positive effect from eliminating poverty in local economy and capacity for them to return investment from direct economic development in medium/long term.

Government Budget must prioritize essential human rights investment above all other expenses. If not seizure of assets and Judicial Administrative Take Over must be used given repeated, notorious, serial damages, starting with all organizations and administration responsible for habitation and social support policy.

Friendly approach, providing immediate food/health check can build bond for immediate contact with family/friends to provide voluntary support/acceptance, followed by local mandatory investment if necessary to build new capable citizenry, strenghtening the city, state, region and nation development.

OPERATION HABITATION: against organizations channeling resources for habitation to middle-high income citizens while leaving no/low income citizens unattended, creating a vicious circle of poverty and real estate devaluation.

Governments channel compulsory taxation resources to non-essential expenses, including housing subsidies/incentives to low-middle-high income citizens, while no-income citizens, living in the streets, don't have any living essentials, including health, housing and food.

Resources must be judicially blocked and used to remove voluntarily all homeless from the streets, attempting to place them in relatives, friends, ex-colleagues homes; find them a source of income; provide them with temporary and permanent housing and/or Judicial Administrative Take Over of organizations/governments for that.

Resources are directed to provide housing for homeless, however constant stream of migrants, immigrants, local unemployed, because of economic conditions reducing income opportunities, limit effectiveness.
